Delta Minicabs' licence to operate in Liverpool revoked by council


Authority says Delta broke the conditions of its private hire operator’s licence

Liverpool council has today revoked the licence of Delta Minicabs to operate in the city.

The company was issued with a new private hire operator’s licence on November 18 to enable them to take fares in the city.

But a condition of this was there had to be a dedicated telephone booking line for Liverpool, separate from the firm’s Sefton operation.

Now the authority says it has become aware that the Liverpool booking number is not operational and the only way bookings can be made is through a phone app.

Furthermore, it says the firm’s Liverpool registered vehicles have door signs which only refer to the app and do not advertise the Liverpool number.

Liverpool cabbies have been at war with the Bootle-based private hire firm, which intends to open a Liverpool office.

Liverpool Minicab drivers held a meeting about the arrival of Delta cabs into the city at Blaze Cafe on Kempston Street

Mayor Joe Anderson gave his backing to claims that minicab giant Delta was unfairly “saturating” Liverpool and taking a living away from city-registered drivers.

A Liverpool council spokesman said: “In view of the breach of the condition the decision has been made to revoke the licence.

“Delta have 21 days to appeal to the magistrates’ court against this decision.

“They will be able to continue to operate in the city during this time.”

Cabbies in Liverpool have long been infuriated by Delta drivers ‘taking fares’ in the city.

Delta had intended to take advantage of a relaxation in regulations and open up an office in the city centre.

Taxi driver who stole petrol had fallen on hard times

A TAXI driver who fell on hard times and ended up in court for making off from petrol stations and not paying for diesel he took to get him on the road, has received a conditional discharge from magistrates.

The solicitor for Delta taxi driver and part-time hair dresser Paul Neilson, 26, of Jubilee Road, Crosby, said at Sefton Magistrates Court on December 10, that he ran into difficulties following the birth of his first child when his partner was taken into hospital for four months.

Not only was he an inexperienced dad looking after his baby with the help of a family member, but he was inexperienced at managing the home finances, and also had to continue working.

Even when working long hours he could only earn about £60-70 per week on the taxi after shelling out for radio costs, car hire purchase, insurance and associated expenses, solicitor Mike Leeman said.

He had taken to filling up in the mornings at petrol stations and then returning later in the day to pay for it, he said. He did that on 12 occasions but on four occasions in June, August and September he failed to return and pay which led to him landing up in court.

“It was desperate times and desperate needs. He went about this offence for the right reasons but he could have problem solved in a different way,” he said.

“He is very ashamed of his actions. In times of trouble and need he should not resort to criminal activity.”

Granting him a conditional discharge for 18 months, the magistrates said: “Your solicitor has told us of the domestic circumstances.

While trying to understand you will be the first to say that does not condone what you did. What you did was wrong, simple as that.

”However, we have taken into account your early guilty pleas and your personal circumstances.“

Ordering that he pay £115 in costs and victim surcharge he was made to £70 in compensation to the garages.

He's a private hire.....FGS....

On another thread it does state that in Liverpool at the moment the drivers will be getting their work through the app and not the phone. So it seems strange that Delta should fall foul of a condition of their license like this. I am sure that i read somewhere that the Liverpool office wasn't opening until the new year.

On another thread it does state that in Liverpool at the moment the drivers will be getting their work through the app and not the phone. So it seems strange that Delta should fall foul of a condition of their license like this. I am sure that i read somewhere that the Liverpool office wasn't opening until the new year.

But where is the Liverpool app being receided now..in Sefton??

My understanding in the new year is that it will be legal for operators to pass work to each other, but, Delta will still need a license in Liverpool for the Sefton company to pass the work to. It appears that Delta Liverpool don't have a land line number for their office and that is a condition of their license. Perhaps it was the intention of the company to draw attention to their App service in Liverpool and lets be honest if you only offer an App service you don't really need a land line nor an office for that matter. All this free media attention is doing them no harm at all :wink:

Delta Minicabs announced it has seen Liverpool city centre bookings increase by nearly 50% in the last five months.

The revelation came on the same day Liverpool council revoked its licence in an ongoing row over the firm’s operation.

Last night, the company vowed to fight Liverpool council’s decision in court.

On its website it also boasted to its drivers that it had seen a huge rise in city centre pickups from 23,000-a-week to 34,000-a-week - a 47.8% increase.

Its website said: “Over 10,000 extra paid jobs a week is an astonishing increase for an area that is essentially no larger than a quarter of a square mile. The lovely student population is of course partly responsible for this growth but the biggest factor is the increasing number of Delta drivers making themselves available to earn money in the city centre.

“We still however have far too many drivers that for whatever reason “Don’t work town”. Given the earning potential and the fact that one in every five paying Delta customers wants picking up from the city centre, isn’t it about time you rethought your strategy?”

The announcement is likely to inflame tensions with Liverpool’s hackney cab drivers who have been at war with the Bootle-based private hire firm drivers over ‘taking fares’ in the city.

In a statement, the minicab company said: “Having just received a notice of revocation of private hire operator’s licence from Liverpool city council our legal team have now been instructed to appeal this decision through the appropriate judicial channels.

“Both our Sefton and Liverpool operations remain entirely lawful – something we are extremely confident of being able to establish firmly through the courts over the coming months.

“In the meantime, whilst the appeal remains ongoing, nothing changes for any of us – it’s business as usual for all of our drivers and customers.”

Jimmy Bradley, spokesman for Liverpool’s Minicab Alliance told the ECHO: “The fight’s still not over for the minicab alliance.

“Joe Anderson has supplied a victory for common sense and the Minicab Alliance and the combined private and hackney hire trade in Liverpool appreciate the direct intervention of the mayor and the mayoral team.”

And the council are acting like clowns, or maybe puppets of the hackney trade.

And the hackney trade are acting in the same way as they did prior to upsetting the Trans Comm/Law Comm apple cart, which in turn has led to Delta getting the laws changed to suit them.

I sometimes struggle with the unions down here, but by buggery have Liverpool got the buffoons big style.

Delta Taxi's licensing row with Liverpool Council given May court date



The Sefton private hire firm is appealing a decision to revoke its licence to operate in Liverpool

Delta Taxis will fight a decision to revoke its licence to operate in the city later this year in court.

A date for a full appeal hearing was set at Liverpool Magistrates Court this morning .

The company was issued with a new private hire operator’s licence on November 18 to enable them to take fares in the city.

But Liverpool City Council claim Delta breached a condition of this licence and decided to take it away.

A full hearing will take place and hear arguments from both parties on Wednesday, May 13.

Delta will still be able to operate until the dispute is resolved.

Liverpool Council set a condition that Delta had to have a dedicated telephone booking line for Liverpool, separate from the firm’s Sefton operation.

But the authority later said it had become aware that the Liverpool booking number was not operational and the only way bookings can be made was through a phone app.

It also claimed the firm’s Liverpool registered vehicles had door signs which only referred to the app and didn’t advertise the Liverpool number.
