Aylesbury Cabbies Want Freedom To Work In Town Centre

There could be more taxis available to hire in Aylesbury's town centre if drivers get their way.

The driver's union GMB, wants the district council to overhaul the current license system to allow all drivers to pick up fares in the town centre instead of just those with a certain type of license.

There are two types of license currently - a white one which allows the driver to pick up fares in the town centre, and a red one which restricts them to more rural areas.

Steve G*relick - from the union - says it's frustrating for both customers and cab drivers:

"There's a lot of confusion. People want to hail a taxi and get in it.

"You've got red plate drivers who drive into the centre of Aylesbury and can't pick people up which infuriates the public who think: 'why am I being ignored by a taxi'?"

GMB members want Aylesbury Vale Council to merge the red and white plates and replace them with a single cab licence for the Aylesbury Vale area.

There are currently 50 white plates covering Aylesbury and 11 red plates covering the rest of the council areas.

You can hear our full interview with Steve here:

Steve ******** thinks it's a good idea:

“There have been massive changes since these two grades of cab licences were introduced.

"GMB has advocated with council officers for some time now that a simple system needs to be put in place. So far our calls have fallen on deaf ears.

"There is absolutely no difference between red and white plates in the undertaking of either knowledge test or vehicle type in Aylesbury Vale. Also insurance, safety and standard of the vehicles are again the same. In fact all red plate vehicles are to a higher standard than some of the older white plate taxis that do not conform to European whole type approved.

"Merging the plates will increase capacity in Aylesbury to give the public more choice with safe reliable drivers.

"Overhauling and merging the two plates would also alleviate confusion to the public over which plate is which as well as reduce emissions on empty journeys and create greater choice for the public.

"With the advent of Apps many individuals can E-hail without the need to go to a rank and the current system no longer seems to fit the bill.

"As things stand the red plate drivers have less rights to work in Aylesbury than private hire drivers and this can no longer be justified.

"GMB support members call that councillors and the planning team at Aylesbury Vale Council merge the red and white plates and replace them with a single cab licence for the Aylesbury Vale area.”

I'm guessing the rural plates are unlimited whereas the town ones have a value?

4.1 White plate hackney carriage – Town of Aylesbury taxis

4.1.1 Aylesbury Vale District Council currently maintains a limit on the number of white plate hackneys (see section 4.4: restriction of hackney carriage licences in Aylesbury Town). White plated hackney carriages must be European whole type approved and in a black livery. These vehicles can sit on Aylesbury ranks & can ply for hire (i.e. be hailed by a customer) in the town of Aylesbury. They can also undertake private hire work (pre booked) in Aylesbury. A white licence plate is fitted to the rear of the vehicle and a vehicle identity card is displayed in the front of the car. A taxi sign is mounted on the roof. Hackney carriage drivers must always use the meter for all journeys, including when they are operating on a private hire basis.

4.2 Red plate hackney carriage – rural taxis

4.2.1 There are no restrictions on the numbers of red plated hackney vehicles. However they must be European whole type approved and in a white livery. They can only sit on the Buckingham rank & ply for hire outside of Aylesbury town. They also can do private hire work (pre booked) within Aylesbury. These vehicles have to maintain the same standards as white plate hackney vehicles, including the provision of a meter.

We await an increase in interest from Aylesbury Town plate holders who will no doubt be against the proposals.

Driver's Union Objects To Illegal Taxi-Touting In The Vale

Despite driver's unions expressing concern over Cabs illegal touting in Aylesbury, it's been decided the system is to remain unchanged.

British Union, the GMB says that private hire cabs - whose numbers have tripled since 1997 - are wilfully ignoring the law by picking up without booking, but at a meeting on Monday, AVDC's Environment Committee decided to let the current situation continue without change.

The GMB's Steve ******** tells us how safety can be compromised:

"With private hire vehicles any driever could pick up a vulnerable person without any knowledge of the operator. If something bad happens, there's no comeback. This leaves vulnerable people in a very bad position."

At Monday's meeting:

Steve Garelick of the GMB voiced his concerns in relation to the General publics safety and the need for strong enforcement.

Peter seal questioned the figures proffered that Private hire numbers had tripled since 1997 but failed to take note that Private Hire has increased from 220 Drivers in 1997 to nearly triple at the 650 in 2014 based on the latest figures he gave to the committee.

Councillor Vick requested that the consultation scope should include not just ranks but nightclubs and other areas to get a better overview of the situation.

There was concern from drivers that a councillor brought up taking time for prayed as an issue this of course let to Aylesbury drivers having to defend their right of prayer which is of course a right of all citizens.

There was confirmation that Red plate and other issues would be discussed later in the year.
