Taxi and PHV licensing: Councillors' Handbook (England and Wales)

Councils' critical responsibilities in licensing taxi and private hire vehicle drivers have been highlighted by recent examples of licensed vehicles and premises being used to facilitate the sexual exploitation of young children.

The LGA has drawn together practical advice and learning from recent events into a handbook to help councillors understand some of the key issues concerning taxi and PHV licensing.

It is intended to be used as a starting point to explain how to manage some of the challenges that can arise in this complex area of business regulation.

The LGA advises: All councillors should receive in-depth training before sitting on a licensing committee Councils should have a clear policy on determining a ‘fit and proper' person, and apply it rigorously Indecency offences should be viewed seriously and applications not normally granted if convicted Complaints should be thoroughly investigated, recorded and analysed for trends Councils should consider joint-warranting officers from neighbouring authorities -

I note this from page 8 of the handbook.
"With the exception of drivers’ licences, the council is required to consult upon the fees it
intends to levy through a public notice procedure. In determining the fees to be charged it
would be reasonable to do so with a view to achieving full cost recovery."
Now, our council advertise increases in vehicle licenses, operators licenses and also the drivers licenses. However it does not advertise any of the other fees that it charges or increases in them such as transfer fees or replacement license fees. Is this something that should be taken up with them?

"Facts and figures" page seven.

There are 78,000 taxis, and 153,000 PH's in England and Wales. (231,000)

There are 27,000 taxi and PH drivers in England and Wales.

That's either eight each, or there are 204,000 unlicensed drivers out there.

600 million trips, over 3 million miles. Your average journey is therefore 0.005 of one mile or not very far.

You couldn't make it up, could you? Well you could, because someone clearly has.
