Newport taxi fares set to rise by 45p per mile TAXI fares in Newport could be set to increase for the first time in five years. Newport City Council’s licensing committee is due to consider proposals to increase tariffs for Hackney Carriages – or black cabs – which will see fares increase by an average of about 45p per mile. The new tariff, which will not apply to private hire taxis, which are free to set their own charges, have been developed after drivers in the city asked the council to consider increasing the maximum they can charge, which has remained unchanged since October 2010. The changes will see the distance at which a standard fare – which will remain at £3 between 6am and midnight and £4 at other times – applies reduced from 1,200 yards to 800 yards, after which drivers will be able to charge 10p per 108 yards rather than the current 112. This means a passenger travelling one mile will be charged £3.83, up from the current £3.50, £7.15 for three miles, up from £6.64, and £10.41 for 10 miles, up from £9.79. Bank Holiday fares will also be simplified, with drivers charging up to £1.50 extra per journey on top of the normal fare. Currently the midnight to 5am tariff applies all day on Bank Holidays. Rules allowing drivers to charge twice the normal fare on Christmas Day, through Boxing Day until 6am on December 27 as well as from midnight on New Year’s Eve until 6am on January 2 will remain the same, although will be expanded slightly to encompass from 8pm until midnight on Christmas Eve. Fares for waiting time – while the taxi is stationary – will be changed from 10p per 30 seconds to 25p per minute. Meanwhile fares for animals, except guide dogs, are set to be doubled from £1 to £2 and the maximum charge if a pet soils the vehicle will increase from £50 to £5. In the report to be presented to the standards committee, members are advised to balance the rights for customers to pay reasonable prices with the taxi firm’s need to make a profit. “The existing tariffs have not been revised for a number of years and are, therefore, in need of review,” it said. “The licensing committee must have regard to the requests for fare increases submitted by the Hackney Carriage Drivers Association but must also have regard to any representations received during the period of statutory consultation.” The changes are due to come into effect on Tuesday, December 1, depending upon responses to a consultation to be launched at the start of November. If the proposals get the go-ahead fares in Newport will become slightly more expensive than the national average for shorter journeys, but cheaper for longer trips. This will also make tariffs in Newport cheaper than Cardiff, Monmouthshire and Bristol, but more expensive than Caerphilly, Torfaen and Blaenau Gwent. At the same meeting members will also discuss proposals to cut fees for registration, testing and licensing for both Hackney carriage and private car drivers.
