Daventry taxi driver fails in bid to get his taxi licence back

A man has lost a Crown Court appeal against a decision by Daventry District Council to withdraw his licence to drive a taxi.

Hafiz Ahmed, 36, of High Street, Daventry, had his licence revoked by the Council’s Licensing Sub-Committee in March, after being convicted of driving without due care and attention.

The Sub-Committee heard Mr Ahmed already had three points on his driving licence for a speeding offence when his taxi was in a collision with a vehicle in Hollows Road in Daventry in February 2014.

It led to a trial in February 2015, the Sub-Committee was told, when magistrates found Mr Ahmed guilty of driving without due care and attention and issued a fine as well as adding a further five points to his driving licence.

Finding that he was no longer a fit and proper person, the Sub-Committee decided to revoke Mr Ahmed’s licence to drive a taxi in Daventry District.

An appeal by Mr Ahmed against that decision was dismissed by Corby Magistrates in May and a further appeal, heard at Northampton Crown Court on Monday, has also now been thrown out.

It emerged during the second appeal hearing that Mr Ahmed had been caught speeding again in July 2015, and that a further three points had been added to his driving licence.

This week’s ruling means Mr Ahmed can no longer operate as a taxi driver in Daventry District and will not be able to hold a taxi licence for at least two years.

Councillor Ann Carter, Chairman of Daventry District Council’s Licensing Committee, said: “The safety of residents is of paramount concern to this Council, which is why taxi licences are only issued following thorough checks to ensure that, among other things, the applicants are safe and competent behind the wheel.

“We therefore take very seriously any instances in which the conduct of taxi drivers operating in our district falls below an acceptable standard, and will not hesitate to act in such circumstances.

“We welcome the decision of the court in upholding the original decision of the Licensing Sub-Committee to revoke Mr Ahmed’s licence.”
