| Post subject: | London plated cars in Cardiff |
Hi, I was wondering if somebody could give me some help with their knowledge of taxi laws etc. We are seeing more and more London pco plated uber cars working in Cardiff. I understand that a driver and vehicle must work pro dominantly in the area that they are licensed, but this obviously isn't the case with these cars. You see the same cars and drivers every day, and I guess they aren't commuting to work here. How is the amount of time a licensed car works in another are monitored, and would it be down to Cardiff council or tfl to monitor it. Many thanks. |

Sadly this is becoming the case up and down the country I'll leave it to the experts to explain why. Suffice to say Uber are best mates with our government so it is unlikely to change |

Thanks for the quick reply. There must surely be some sort of number of days or % of days worked. It's seems crazy the influence uber seem to have. Our local media go crazy over taxi stories in Cardiff, but I know of a few drivers who have contacted them regarding informing the public that their uber probably won't be licenced in Cardiff, but not one mention of it, only stories about how great they are. Even a "spotted Cardiff" Facebook page is always posting comments about how great they are and how did we manage before they came to Cardiff, but posts informing people about them not knowing local landmarks, or doing u turns in one way streets never ever see the light of day. |

The rules for London licensed vehicles is different to other areas. I don't think there is any requirement for a PCO licensed vehicle to work predominantly in London. Any enforcement would most probably fall to the PCO. |

I have lived in the area all of my life. The local rag are as bent as a nine bob note, if you are looking for back up from them.........do not waste your time. |

In some areas hackneys have the predominately condition, but not nearly enough. There is no provision for that in the PH trade. If Cardiff has issued Uber with an ops license then they should insist that Uber only use licensed Cardiff cars within that area, it has worked in some areas. I would send TfL an email asking them how they enforce their licensing conditions on cars they license but never work in London. |

Unless uber have Cardiff licensed private hire vehicles I cannot understand how they are allowed to operate as a licensed Cardiff operator,the subcontracting rule cannot be observed as the calls all go to a server outside the UK. Is every job logged in the records as subcontracted,another problem I have with this set up is uber claim they are self employed and can work for anyone,if that is the case every self employed person on there system should have a private hire operators license in their own right. If regulators insist that this is complied with it could see the demise of this operation as uber in their own propaganda state that the driver is the booking facility/transport provider and as such is plying for hire. |

The meter ruling was only for London,the 1976 ACT states any device for calculating the fare for time or distance is a meter,Councils should be enforcing this as it is the LAW of the land in England and Wales with the exception of London and Plymouth. |

Do you actually know how Uber dispatch work? I don't like the way they do it, but it's 100% legal. |
