Taxi and ph drivers in Lincoln are likely to be refused a renewal of their drivers licences in 2017 due to a failure to compete a council requirement to take part in a btec qualification course that is now a condition of licensing in Lincoln. Drivers were told earlier this year that completing the 10 module course would be mandatory if the wanted to renew their drivers licence. The btec qualification is seen as "vital" for passenger safety by the city council, And therefore no qualification, no licence. The courses, which drivers were told would start in September 2016, have yet to begin. A spokesperson for Lincoln College, due to operate the course said they "had no idea" when the courses would start. A person at the licensing department of Lincoln city council said they had no idea when the courses would start. At least they agree that they have no idea.

It used to be a condition of our licence that we have taken the NVQ and CSE training at the time of application.
However the NVQ is only run every 8 months *if* there are at least ten people to do it, and the CSE is run by the council 'when there are enough numbers to justify'

So now the LA issue licences with the provision that each holder must pass the next available course. I know of one driver who had his licence over a year and has only just taken his CSE and is still waiting to do the NVQ.

It became a condition here to do the CSE earlier this year. So far no course has been advised. It was the same about 10 years ago when we had to do disability awareness courses. The council did 2 in one day and none since.
