I was trying to encourage you to expand on your reasoning and to see if it was right or wrong. They have a number of factors coming into play, councils having to shave off millions of pounds from their budgets within the council. Department managers/directors having to reduce staff from their departments and if possible, turn a department from a loss to a profit thus maintaining their position on the totem pole rather than being discarded to make the figures work.
Red tape is a name for when officials create positions that don't really need to exist, but each time such a position is created the man at the top is re-evaluated as to his pay grade. The more responsibility the more money, so in times of cutbacks these people are on very shaky ground. In fact they are making sure they are not one of the ones to go.
The rule of chaos is to create a situation that appears to need urgent or drastic attention, justifying the steps that are taken by that department in what appears to be the best interests of the public.
The council garage does not generate any revenue into the council, it more than likely runs at loss. If they make it so that the ph and hackney have to be tested at this station the MOT station then begins to make money. It will make even more money from the retests it will make from the stringent testing it intends to put in place. I wouldn't be surprised if somebody has not already worked out how many they would need to break even. Seen it all before and will see it again in the future, but the truth is that no hackney or ph vehicle is ever issued a licence without having passed the appropriate test, no matter where it is issued.
