One minicab driver banned, two warned, for breaking terms of license during Cheltenham Gold Cup week One of three minicab drivers whose licences were reviewed after they were convicted of illegally 'plying for hire' has been banned from driving a taxi. The other two drivers who had also been found guilty of trying to pick up passengers counter to their license during Gold Cup week in March were allowed to continue to work as private hire vehicle drivers, but were warned about their future conduct. Cheltenham Borough Council's Licensing Committee revoked the licence of Ephraim Chimuka, from Reservoir Road in Gloucester following his conviction for unlawfully picking up a passenger without the journey being properly booked. As a private hire vehicle driver, Chimuka was not allowed to pick people up on the street or to queue at a taxi rank. Mr Chimuka had been through a similar review in 2015 and the councillors on the committee decided to remove his licence immediately. Councillor David Willingham, who chaired the licensing committee, said: "Adhering to the law and the council's policies is a fundamental requirement for licensed drivers, and the council has a duty to protect the public. Mr Chimuka has demonstrated a pattern of behaviour that suggests he is unwilling or unable to comply with the standards of behaviour required of a licensed driver. In the circumstances, the committee unanimously felt that the appropriate course of action was to revoke the licence with immediate effect." The two other drivers were Duncan Holder from Solway Road in Cheltenham and Aziz Rehman of Pilgrove Way. The licensing committee felt that although Mr Holder and Mr Rehman had admitted to unlawfully plying for hire, their compliance histories and the information they gave to the committee about the incidents showed that they were still fit to hold a licence. The information they gave to the committee about plying for hire in an unlicensed,uninsured vehicle after pleading guilty were allowed to continue work as a private hire driver.Conned the Committee. In all probability this was not the 1st time they had done this,but this time they were caught. |
