Over 10,000 people back petition against English language tests for London private hire drivers


More than 10,000 people have backed a petition to scrap a new rule forcing private hire drivers to prove their English language skills.

London-born drivers hit out at the “farcical” new rule forcing them to pay £180 for a written essay and speaking test if they do not have GCSE-level certificates.

Drivers who have lived in the capital for their whole lives called the new Transport for London ruling “insulting” and “penalising the thick” – but TfL said it was “essential for public safety”.

A petition calling on the Mayor of London Sadiq Khan to stop forcing the rule on drivers with more than five years’ experience has now been signed by more than 10,800 people.

It was set up by Nadia Islam whose father is being forced to undertake an English test – despite having worked as a private hire driver for more than 10 years.

“This is just not fair,” she said.

“It is true that many of these drivers may not have the best writing skills but they are smart enough to discuss the best route with a passenger, the fare and whatever else the job entails.”

She added: “For example my dad is not the best at written communication which means he may fail the English writing test, however over his 10 years of working as a private hire driver he has had no problem communicating with passengers effectively and the passengers have had no problem understanding him.”

The English tests sparked uproar among private hire drivers when the plan was announced by TfL.

Trevor Bedwell, 52, who was born in Shepherd’s Bush, said he had to write an essay on snow and a magazine article on healthy living in the language test.

Drivers must prove they have a GCSE-level qualification or take the test before being able to renew or get a licence.

Steve ********, of the GMB union, previously called the police “a sledgehammer to crack a nut”.

Transport for London had fought a legal battle with app Uber over the plans to introduce the tests. The battle led TfL to decide to bring the tests in across the board, rather than giving drivers from English-speaking countries an exemption.

But Helen Chapman, TfL’s General Manager for Taxi and Private Hire, said: "We are introducing a range of measures to raise standards in the private hire industry and ensure the safety of passengers.

"One of these is the introduction of an English language requirement for private hire drivers. It is essential for public safety that all licensed drivers can communicate in English at an appropriate level.

"Drivers must be able to communicate with passengers to discuss a route, or fare, as well as reading and understanding important regulatory, safety and travel information. We are clear that this is crucial to a driver’s role in transporting the public."

This petition will have no effect its just 10800 illiterate morons desperate to maintain the status quo ie illiterate gormless loobs who HAVE NOT AND ARE INCAPABLE OF PASSING A GENUINE TOP TEST wanting to continue to ponce off an industry their patently unqualified for #-o #-o #-o

The industry is flooded with drivers from all over the world who have NOT had a genuine Crim, check who are totally illiterate and incapable of passing a Top Test who as a mater of routine LIVE in their vehicle while working extraordinary long dangerous hours who pay NO Tax or NI whatsoever complete parasites, they of course work for BUTTONS and are gutless,

for instance Drivers come here from Eastern Europe Afghanistan Pakistan etc with no crim check that in anyway compares with what the UK citizen goes through, they go through a corrupt TOP Test [plenty of evidence of this on the UPHD site] and then for 6 months or so work every hour god Sends whilst living in their vehicle which is often rented from a certain huge company and then shove off home for a time avoiding all taxes and NI payments bleedin ponces who destroy the industry for the indigenous population :evil: :evil: :evil: :evil: :evil: Me i am all in favour of the English test up the standards up the earnings. hopefully this test will remove 60 to 70 thousand drivers from the industry .................................to those crying about it get educated or [edited by admin] off =D> =D> =D> =D> =D>

Grandfather rights is evidently awaiting part of the GMB v UBER case i would agree with them for Drivers RESIDENT IN THE UK FOR AT LEAST 35 YEARS and that have worked as Drivers for at least 15 years :D

Campaign to scrap TfL English tests gains momentum

The UK’s largest Private Hire trade bodies have joined forces to accelerate the campaign to suspend TfL’s English tests with immediate effect.

Organisations such as the GMB Professional Drivers Branch, the Licensed Private Hire Car Association (LPHCA), The National Private Hire
Association, The Private Hire Board (PHB), The Driver Guides Association and The Chauffeur & Executive Committee are all calling for the Mayor of London and Transport for London to suspend the exams – the bodies have described the initiative as unfair, unnecessary, costly and inappropriate.

They have also called for an immediate independent investigation by the GLA into the way the authorities are delivering new regulations and requirements.

The groups claim that following lengthy consultations, TfL TPH has failed to deliver proposals agreed by the TfL Board in a professional and timely manner, it has also ignored key parts of an Independent Impact Assessment it commissioned and has failed to listen to much of what the key Private Hire trade bodies and industry experts have said.

Many operators and drivers have been contacting trade bodies with fears the impact of unnecessary requirements, the costs involved and the timeline given will leave the capital’s Private Hire Industry in chaos.

The Trade Bodies believe TfL TPH has lost control of the regulatory process and the delivery of appropriate regulation for the industry and calls for urgent intervention by the Mayor of London Sadiq Khan.

On Thursday 8th December the key trade bodies will lobby the GLA at City Hall, prior to and after the GLA Transport Committee is in session.

Operators who fear for their businesses and drivers who fear for their futures will be there to support the lobbying by the Trade Representatives.

I notice some in London are getting into a bit of a strop about Transport for London (TfL) insisting all drivers can prove they are reasonably literate and able to read and write in basic English.

Unless drivers can provide evidence they have an English GCSE they must undergo a day-long language test under classroom conditions.

If they cannot provide proof TfL say drivers must undergo a day-long language test under classroom conditions from their recommended provider – Trinity College London.

Imagine the outrage here, I mean, having to prove you can speak the language and write in English, in England of all places. The last thing the private hire trade need is an educated workforce, I mean they just might figure out how much they’ve been exploited since time immortal.

They might figure out that working a 90 hour week for less than the minimum wage isn’t really a good idea, and actually quite exploitative and dangerous. They might figure out that they really should take guide dogs and not to discriminate.
