The man collected the passengers from outside Cinnabar on Fore Street just after 9pm on Thursday, May 11, and they asked to be taken to Hoddesdon.
During the journey one of the men made a number of racist remarks towards the taxi driver and can be heard to be threatening the victim, accusing him of "playing games".
Fearing for his safety the taxi driver, who is in his 30s, decided to drop both passengers at the BP petrol station on Ware Road, Hoddesdon, without charging them for the fare.
The victim is receiving support from specialist hate crime officers and has given consent for an audio clip recorded during the journey to be released.
Police hope that someone may recognise the offender's voice from the clip, which can be heard by viewing the video above.
Chief Inspector for East Herts Police Gerry McDonald said: "This was a shocking and prolonged verbal attack in which the offender directed a large number of racist remarks at the victim.
"The taxi driver was physically uninjured after the incident but was left understandably shaken by what happened.
"We have released just a small clip of the entire incident because the content is very distressing.
"This short clip still makes for uncomfortable listening and I would urge the person speaking to please make contact with us and hand yourself in.
"Equally, I am appealing to members of the public who think they may recognise the man speaking to call us on the Hertfordshire Constabulary's non-emergency number 101, quoting crime reference A1/17/1539."
Mr McDonald said Hertfordshire Constabulary takes all reports of hate crime extremely seriously.
He added: "If you have experienced something similar, please do not hesitate to contact us.
"You will be supported by our specially-trained hate crime officers as the investigation progresses."
