Taxi drivers to hand over list of gripes to Bristol City Council - they really don't like the colour of their cabs

Cab colour, Uber and the threat of a congestion zone are just three issues taxi upsetting taxi drivers in Bristol. Dozens of members of the Hackney Drivers of Bristol group are lobbying Bristol City Council with a list of seven “concerns and requests”. The group claim a number of measures put in place by the authority are damaging trade and putting their livelihoods at risk.

However, the council said it “acknowledges the challenges facing the taxi trade” and claims it is working to “remedies to these issues”. Among those highlighted are the reducing number of taxi ranks, the strict MOT regime, the proposed congestion zone and the requirement for cabs to be painted blue – a policy which was introduced in 2011.

The petition states: “Manufacturers of vehicles change their shades of blue on a regular basis, to buy a new car in the shade of blue that meets your requirements is almost impossible. “We request a review on the colour as we feel not enough thought has been given to the financial impact on drivers.” It adds: “We request that you remove the proposal of charging public hire taxis a city centre emissions charge on the grounds that this is a public transport licensed by yourselves and we have to go where the customers want is to including the city centre – hence it is unfair to charge us for what we have no choice [sic].”

The group has also raised concerns about the number of London-licenced Uber drivers working in the city and wants the council to follow Transport for London and ban the company from operating in the city.

Taxi licences fall in to two categories, private hire – which covers all pre-booked taxi services - and hackney cab – which covers the blue taxis which can be hailed on the street without a booking. Bristol City Council carries out strict personal and vehicle checks for all taxi drivers to ensure passengers are not put at unnecessary risk.

The current petition demonstrates a feeling on disillusionment in the taxi community and Hackney cab drivers have already held two protests this year about council policies.

A Bristol City Council spokesperson said it is working to deliver improvements and has introduced a ‘taxi cop’ to ensure licence regulations are fully adhered to alongside policy changes. They added: “Bristol City Council acknowledges the challenges facing the taxi trade set out in the petition and we are working with trade representatives to consider remedies to these issues. We would like to thank the trade associations for engaging with us on these issues.

“Over recent months considerable effort has been made to listen to the concerns of the trade, improve communication and to find workable solutions. Through both the Council’s Taxi Forum and transport meetings set up by Stand Against Racism & Inequality (SARI) we have worked hard to improve our working relationship with the trade.

“We would like to remind all involved with the trade that if they have concerns or any issues that they wish to present to the Council, these should be brought to the Taxi Forum or planned meetings at SARI by trade representatives. By doing this we can ensure that those issues and concerns are given the proper due care and attention to allow for meaningful solutions to be discussed.”

The petition is due to be submitted to the council’s Public Safety and Protection Committee at City Hall on Tuesday, October 10.
