At the latest Licensing Committee meeting on 14th November
It was decided that an unmet demand survey would be carried out and a 12 month hold put on all new license applications.




(1) Officers be instructed to commission an unmet demand survey that meets the guidance/recommendations contained within the Department for Transport Best Practice Guidance on retaining numerical limits on hackney carriage vehicle licences.

(2) Officers be instructed to increase the licence fee for a Chester zone hackney carriage vehicle licence for a 36 month period to recover the costs of the unmet demand survey and any additional costs.

(3) Officers be instructed to return to a future Licensing Committee meeting within 12 months with a report that allows members to consider implementing numerical limits in the Chester zone.

(4) A 12 month moratorium be placed on the issuing of new hackney carriage vehicle licences in the Chester zone while the matter is under consideration by the Licensing Committee.
