last year at the trade fait there was a company offering a fuel cell device which added additional oxygen and hydrogen into the engine reducing emissions quite substantially fitted for £1000 the technology is out there but BP,Shell Exxon et al have a VERY STRONG influence as they and fuel duty are the biggest contributors to tax revenues  No government really wants to clean up diesels they want to get us all on electric and then tax electricity heavily
