No Stopping Except Taxis is different to being parked on Rank and leaving the TAXI unattended.[/quote]

Exactly! =D> It’s a licensing offence.

“Contravention code 45 shall be used for any vehicle (other than a PUBLIC HIRE TAXI) that is seen to be parked in a taxi rank. No observation period will be allowed. Only PUBLIC HIRE TAXIS are allowed to PARK in a taxi rank.”

It’s all in the wording.

Most council have decriminalised parking enforcement, therefore that can make whatever conditions they want.

No they can't. Look at Traffic signs Regulation and General Directions. Signs MUST be as per stated in TSRGD as must any road markings. Unless they comply, they are not road signs. Who and what can "park" on a tai rank may well be in the local Traffic Regulation Orders, available for viewing at your town hall or online.

Laws apply to the councils that apply them as well as to those who are expected to obey them, that is everybody, including those who make the rules if that makes sense.

My point was how they enforce, not what they enforce.

They can have rules that allow cars to park on yellow lines for, say 5 minutes, before a ticket is issued.

They can allow whoever they wish to use the bus lanes, and suspend rules as and when they please.

Again,it’s all in the wording, if the sign states ‘no waiting’ then some authorities may allow 5mins or so. If it states ‘no stopping’ it is an instant ticket no ifs or buts.

The signs in our town state "no stopping except taxis." There is no mention of parking so surely that means that no one can park on them at all, even taxis. There is a yellow line on the road at the kerbside which to me suggests that there is no parking at any time when the rank is "live" which in our case is 24/7.
