RouteOne bus trade magazine reporting this week that a South Wales Community Transport Operator has been fined £600 for operating 2 minibuses on a school contract using section 19 minibus permits. Police said they were taking note of the new DfT guidelines and will take further action if any other CTOs were found not using PSV O licences on school contracts.

Pleased to hear that.

Might take a prosecution or two to make the rest adhere to the new rules and guidance.
