Newspapers are noted for sensationalism and you seem to have caught the bug?

The OFT highlighted the outlawed practice of cartels. If the OFT had not investigated this matter they would not have known any of the details surrounding the illegal practice, regardless of any injured party

The point is that the practice was exposed as being unlawfull and that is what the OFT is all about, regardless of the views of a journalist.
