New licensing process for horse-drawn ominibuses

A new licensing process for horse drawn omnibuses in Pembrokeshire will come into force from next week.

The licensing regime for horse-drawn carriages provides the mechanism for Pembrokeshire County Council to make byelaws to regulate the operation of horse-drawn omnibus services.

The only horse-drawn carriage currently operating in the county is in Tenby.

Members of Tenby town council recently gave their support to the proposals, which will ensure that the drivers and conductors of horse-drawn carriages will be required to apply to PCC’s Licensing Authority for a licence, who will need to be satisfied that the applicant is a fit and proper person to hold an omnibus driver’s licence.

“Previous Horse and Carriages in Tenby were licensed as Hackney Carriages because they were eight seats or less,” explained a spokesperson for PCC, who stated that the new procedure would be in place from June 21.

“The present user has more than eight seats and therefore will require an Omnibus Licence - hence the introduction of the new process,” they added.

Didn't realise that councils had authority to licence 'omnibuses' with over eight seats though, but maybe it's different in Wales.

In fact I thought a Hackney Carriage had to be motorised these days, although I think some LAs in England still licence horse-drawn carriages, such as Blackpool and one or two other seaside resorts.

It all comes under the Town Police Clauses Act 1864. I looked it up a few years back for a chap who lived in New Romney who wanted to do horse-drawn tours on the marsh using a 12 seat carriage. He needed an omnibus licence under that Act, so he didn't bother.

Would they Need a Group 2 Medical and a PCV Minibus Licence? Has the world gone mad and I'm still sane ? Have I gone mad and the World is still sane, If you answer how will I know your sane enough to answer or that I'm sane enough to understand...Am I over thinking this one?

No, driving licences and medicals are only required for driving mechanically propelled vehicles. 8)

As for your sanity, dunno. :idea:
