The draft has been kept open for public feedback for the next 15 days. The draft policy is aimed at prioritising the safe and efficient movement of people, services and goods on the road network; enhancing walkability, especially in the central business district (CBD) by carefully considering location, design and management of parking facilities; supporting use of public transport wherever possible; ensuring a fiscally responsible approach to providing, managing and pricing parking facilities and promoting new mobility solutions (electric mobility) to the extent possible. It also stresses the need for giving priority to pedestrians, followed by cyclists, public transport, commercial vehicles and lastly private vehicles. “The absence of a comprehensive parking policy in Panjim has resulted in independent dealing of the parking issues by multiple stakeholders. This lack of a coherent approach has led to plans and projects that are contradictory in nature and often end up being infrastructure projects that require high investment and attempt to solve a short-term parking problem”, stated the draft policy. Currently, the existing parking evaluation of Panjim has revealed that parking occupies 36 per cent of the road area within the central business district, that has aggravated congestion and taken away safe walking space from people, forcing them to walk on the roads, pointed out the draft policy. Interestingly, the draft policy proposes parallel parking for four wheelers, which are currently being parked in an angular manner. This will lead to 20 per cent increase in the carriageway width. The draft policy also proposes pay parking based on demarcated zones – commercial, conservation and general. Additionally, it also proposes parking permits for the residents, the rates for which would be decided by the State Government. CONSULTATION Following the unveiling of the draft parking policy for the Panaji, stakeholders have stressed the need for an effective public transportation system to decongest the City of vehicular traffic. They also lashed out at private taxi owners stating that they occupy most of the parking spaces claiming that it aggravates the parking problem. IPSCDL held a detailed presentation of the draft parking policy for the stakeholders including the CCP corporators, Panaji residents and activists, among others. Stating that Panaji needs an effective public transportation system, Former CCP Mayor Yatin Parekh said, “There is a need to lay emphasis on local transportation which is lacking currently. Secondly, Panaji is planned by PDA. There is no sufficient parking space available even in the new buildings which are granted permission.” Lashing out at tourist taxis for occupying most of the parking spaces in the City, another participant questioned whether any solution has been proposed in the draft policy for tourist taxis. “When we speak about pay parking in foreign countries, we have to also understand that they have an excellent public transport system. People cannot be charged for parking in the City till this is put in place”, he said. Some of the participants even raised apprehensions about the implementation of the parking policy. “This is a comprehensive draft parking policy for Panaji. But is there a draft implementation policy for the same? How will it be implemented?”, questioned Vaman Gaitonde. Another participant Sanjeev Sardessai stated that currently the enforcement is merely one-third than what is needed. “Can an enforcement cell be formed within the CCP itself for the implementation of the policy”, he asked. Panaji residents also pointed out that many of the complexes have converted their parking spaces into commercial establishments. “Many complexes have converted their parking spaces into commercial establishments. This has led to the residents parking on the roads resulting into insufficient parking spaces in the City. There are court orders too. But authorities have failed to address this issue”, said a Panaji resident. Participants also questioned whether a base data has been collected prior to drafting the parking policy. They were also agitated over parking spaces occupied by the casinos. “Many of the government offices have been shifted outside the City so that the congestion in the City could be eased. But now the casinos have come in the Mandovi. Has the base data been collected on how many parking spaces will be free in Panaji if the casinos are removed?”, asked Soter D’Souza. |

Of all the places in India, Goa is the last place that need sorting. Absolutely fabulous place to go. |
