Not much detail here and seems a bit harsh, but recall that a bit of shenanigans in Test Valley Borough Council area over operators in Andover. The operator here apparently based in Romsey rather than Andover, so not sure if it's related or whether Test Valley Borough Council just more strict than most regarding this kind of thing.

Amesbury taxi driver fined by Test Valley Borough Council

A TAXI driver must pay more than £700 in court for failing to provide his records.

Amine Achboun, of Amesbury, was unable to produce his taxi records and details of bookings when asked to do so, as part of an investigation conducted by Test Valley Borough Council.

Mr Achboun was a licensed driver working for a Romsey operator, but following the incident last month his licence was revoked and he attended Basingstoke Magistrates Court.

Here he admitted the charges and was fined £80, ordered to pay a £30 victim surcharge and £615 in costs.

Corporate portfolio holder, councillor Maureen Flood, said: “Our first priority for our residents is to keep them safe, which is why we regularly undertake checks on anyone licensed to carry passengers in the borough.

"We take all cases such as this very seriously and I hope this acts as a deterrent.”

Clearly a case of cross border working not adhering to the law.

Guessing they couldn't prosecute the operator as they have no powers, so the driver has taken the bullet.
