A Todmorden taxi driver has been fined over £700 after being caught plying for trade while his licence was revoked.

Mohammad Iqbal, 52, had as licence taken away in September 2018 after failing to tell Rossendale Borough Council he had previously been banned from driving.

He had left the information off his application form.

Iqbal, 52, of Burnley Road, was caught attempting to ply for hire in his Mercedes E220 - registered as a hackney carriage with the council - on South Street, Bacup.

He admitted acting contrary to the Section 46 of the Town Police Clauses Act 1847 at Burnley Magistrates’ Court and was fined £266 for the offence and ordered to pay £296.30 in legal costs and £210 investigation costs.

Steve Hughes, member for Communities and Customers at Rossendale Borough Council, said: "We take the safety of people using taxis in Rossendale very seriously and we require the highest standards from the taxi drivers in the borough.

"The licensing rules are there to keep the public safe and we take any breach of them very seriously. We don’t want residents and visitors to get into a vehicle with a driver who is not properly licensed and checked - we take a tough line on people flouting these rules.”

So how did he manage to get a badge in the first place, then? DBS would flag up a driving ban? Presumably when Rossendale handing badges out like sweeties? [-X

So strictly speaking not 'fined' £700 at all as per the headline.

But 'investigation costs' not normally specified. Presumably this is just normally included under the council's 'costs'?

Never come across this.

Costs are costs are costs, the sentencing court really shouldn't get too much involved in the breakdown.

People can contest costs, but that involves a costs hearing, which shock horror involves more costs.

According to Google ( 8-[ ), Todmorden where he lives is only five miles from Bacup where he was caught.

Todmorden is in the Calderdale Council area, so strictly speaking he was cross-border as far as his residence was concerned, but just by a few miles.

But Bacup is apparently the administrative HQ of Rossendale Council, so from that point of view he was plying for hire as close to home as it gets, and would have been OK if his badge hadn't been revoked.

But I suppose difficult to avoid detection in a town of less than 15,000 if you've had your badge revoked.

I was guessing that he was miles away as well, but turns out he wasn't.

Rossendale= lancashire

Very similar case, again HC plated by Rossendale, then revoked, and caught plying for hire in Bacup.


Bogus taxi driver in Bacup fined after losing licence

A WOULD-be taxi driver from East Lancashire has been fined £420 for driving a Hackney Carriage without the proper licences and related offences.

Nigel Paul Flynn, of Pennine Road, Bacup, had admitted driving a carriage without a licence. an offence under the Town Police Clauses Act.

He was also found guilty after trial by Burnley magistrates of failing to give an office assistance or information and failing to comply with a requirement properly made to him by an appropriate officer.

Flynn was a previously a licensed taxi driver but his permit was revoked by Rossendale Council at the start of December 2018.

An appeal against this decision was thrown out by magistrates the following April.

But Flynn continued to drive and was seen by a witness in South Street, Bacup, on May 1, acting as a taxi driver in a Volkswagen Touran.

In a small town like Bacup the trade will get to know who's had their licence revoked, and no hiding place if they subsequently try to ply for hire [-(
