Not often you see a shortish article on the trade that mentions cherry-picking, a guide dog refusal, a fare rise and licence fee hikes, but this is it :lol:

A Gwynedd taxi driver had his license suspended for a week after refusing to transport a visually impaired passenger who had a guide dog.

The suspension came to light at a meeting of the council's licensing committee amid confirmation that the authority is continuing to clamp down on taxi drivers who "cherry-pick" passengers to try to land bigger fares.

The "serious" incident, which was said to have taken place recently, saw an unidentified taxi driver refuse to transport the "vulnerable" member of the public as the intended journey was "too short".

Meeting in Caernarfon on Monday, the general licensing committee rubber-stamped a rise in the maximum Hackney taxi fare.

The move, which was initially discussed and recommended in July, will see the maximum cost of a two-mile journey increase from £5 to £6 following a request from taxi companies in the county.

The first such increase since 2011, the move follows a decision by the authority in June 2018 to hike the cost of licences for both drivers and operators in order to cover the council's own administrative overheads.

But after concerns were raised over the growing issue of drivers "cherry-picking" fares, councillors were also told by officers: "Very recently, we were made aware of an incident where a taxi driver refused to take a member of the public who had use of a guide dog due to issues with their vision.

"Evidence was presented and the taxi driver was contacted, following refusal to take the fare as it was a short one, and his licence was suspended for a week which of course hit him directly in the pocket.

"He could have appealed but chose not to, but this goes to show that we take complaints seriously and will take action where evidence is presented."

Cllr Eryl Jones-Wiliams, who originally raised the issue, had sought examples of action being taken after raising concerns of such complaints in his ward.

He added: "I have received complaints of drivers refusing to take short fares as they want longer, better paying journeys.

"Are we producing enough publicity so that the public know who they should complain to when this happens?"

Officers noted that most complaints involved taxi firms complaining about rival companies, but "very little" evidence was being presented.

Despite this, they were "convinced" that it was happening, hence the council crackdown on the "unfair" practice.

According to Gwynedd Council , "cherry picking" usually happens late at night and into the early morning, but is on the rise in the county.

Speaking in December, Cllr Dafydd Meurig said: "Taxi drivers who 'cherry-pick' passengers in an attempt to land bigger fares face having their licences revoked.

"That's the message we as a council are sending out, having received numerous complaints from members of the public who are being refused short journeys in some areas of the county.

"Only a minority of taxi drivers in Gwynedd 'cherry pick' customers, giving the taxi industry a bad name.

"This illegal practice not only endangers the safety of customers but also undermines the efforts of private hire and taxi drivers who work hard and operate within the law to deliver a high-quality service in Gwynedd."

Anyone refused a short journey is asked to take a photo of the registration plate or the licence plate, the location and time and send it to licensing@gwynedd.llyw.cymru or call 01766 771 000.

A " serious incident " warranted a weeks suspension. Gwynedd Council seem very liberal . An offence like that should warrant at
least one month suspension , second time full loss of license.

There have been instances brought to light on here of revocation for such an offence but I think the issue is reeducation I think the offenders should be made to take the taxi equivalent of a speed awareness course

Cabbies ask council to revisit proposed increase

A request to revisit a proposed price increase for taxi drivers in Gwynedd has been made after the local council received a number of emails asking for a "rethink".

Taxi drivers, who have not seen an increase since 2011, have seen their fees for driver and taxi vehicle licences increase as the council attempts to recover the costs of processing and administrating licences.

The council recognised that although there had been no increase in fuel costs on average since 2011, the appropriate insurance cost for licensed vehicles has increased.

The proposed increase for a taxi journey maximum fare had been calculated by adding inflation at an average of 2.6% per year to the price of a journey per mile that was fixed in 2011.

However, following a consultation on the maximum fare, a number of emails were received from individuals within the taxi industry, and also a member of the public.

One respondent raised the point that he did not feel that the maximum price of £45 for cleaning the inside of a taxi vehicle if a vehicle was soiled by a customer was sufficient to recover the true cost. It was suggested that the maximum fee should be raised to £70.

The point was also raised that it would be difficult to find spare change if they operated the proposed maximum fare.

Another respondent from the taxi industry noted that he was of the opinion that the price of the first mile should be re-calculated.

The one respondent who was not from the taxi industry stated that better integration was required between the various forms of public transport, and that consideration should be given to subsidising taxi journeys.

The recommendation was made that the Committee considered the responses, and approved the proposal to increase the maximum fare that the taxi industry can charge for journeys in the County's taxis.

One thing I can say about my council is that they would never inflict 5p meters on it's drivers.

Other than a multi-seater on meter and a half days, cos they have no choice on that.

But the old tariff card from 2011 does seem to say that there's 5p increments. A mega one mile flagfall, then 25p per one tenth of a mile.

But this seems odd - correct me if I'm wrong, but doesn't this mean that a fare could be *over* one mile and the fare lower than one *under* one mile :-s
