Interesting, perhaps, that the IoL's guidelines say 10 years, so the offences happened in 2008, thus to that degree the applicant would have been OK. Members of a licensing sub-committee made the decision behind-closed-doors at a meeting last month, the details of which have been made public in its minutes. The driver had applied for a private hire licence but their DBS check highlighted the convictions for the offences carried out in 2008. As a result, it was considered by councillors who agreed to reject the application. The minutes of the August 6 meeting say the decision was reached based on Institute of Licensing guidance which says in 10 years should pass between a conviction and the granting of a licence. |

But that is only guidance, based on the view of a bloke in the IoL office. IMO the council should have given proper reasons why the fella shouldn't have received a license, not bottled it by repeating the IoL guess of the day. |

do leopards change their spots ? How much of a gamble would granting the license have been ? In Glasgow he might have got his badge other licensing regimes are more cautious and had it been me taking the decision I might have taken the same decision |
