All licensed taxis in Reading will be ultra low emission vehicles (ULEVs) by 2028 if new council plans are approved.

Reading Borough Council (RBC) wants to gradually remove older polluting vehicles from its black cab fleet.

The policy is one of several Reading Borough Council (RBC) is introducing as part of an effort to a carbon neutral town by 2030.

There are currently zero ULEVs and electric vehicles on the Reading hackney carriage fleet.

Councillor Tony Page, Reading’s Lead Member for Strategic Environment, Planning and Transport, said: “Road transport is the largest source of carbon dioxide (CO2) pollution.

“The council is proposing a package of measures which – over a number of years – will reduce and eventually remove altogether the most polluting black cabs on Reading’s roads.

“At the same time we are offering incentives in the form of initially reduced licence fees for the cleanest vehicles.

“This is another example of the council backing up its declaration of a climate emergency with action.”

Taxis will have to be replaced within 12-15 years unless they are 100 per cent electric vehicles – which will have a 20-year limit.

171 out of 216 Hackney Carriages on the Reading fleet are currently Euro 4 vehicles and owners would have until August 2023 to upgrade to cleaner vehicles if the plans are approved.

The plans will be voted on next week at Reading Borough Council’s (RBC) licensing applications committee on Wednesday, October 23 at 5pm.

RBC currently charges a reduced fee of £145 per year to licence a 100 per cent electric vehicle, compared to £346 for a 100 per cent petrol/diesel vehicle but this has not been taken up.

The council is now proposing new incentives such as:

    – A 25 per cent reduction in the vehicle fee for all ULEVs (emitting a maximum of 50g/km of CO2) from April 2020 and a 50 per cent reduction for electric vehicles

    – A free vehicle licence fee for October 2021 to October 2022 for ULEV or 100 per cent electric vehicles which have never been on the Reading fleet before

An ULEV is currently defined as a vehicle that emits less than 75 g/km of CO2 from the tailpipe.

The definition of ULEV will be reduced to 50g/km of CO2 from the tailpipe from 2021.

These vehicles will be either 100 per cent electric or a hybrid model which uses electric in conjunction with either a diesel or petrol engine.

The Reading Taxi Association and the Reading Cab Drivers Association have both been consulted on the proposed changes.

I hope the council is also mandating their vehicle fleet to be ULEV under the same timescale. Including bin lorries.

The plans were backed by the Reading Taxi Association, which represents around 90 per cent of licensed drivers, but others hit out at the plans.

Reading Borough Council (RBC) hope the policy will help it to reduce carbon emissions in the town to zero by 2030.

Taxi driver Imran Ali said he could be up to £4,000 out of pocket as he will struggle to sell his old vehicle because of the change in policy.

Mr Ali bought a new 5b (lower emission) vehicle with the knowledge that he would be able to sell his old Euro 4 vehicle within Reading.

The new agreed policy means all replacement vehicles must be Euro 5b standard, so Mr Ali will not be able to sell his vehicle to other hackney carriage drivers in Reading.

Mr Ali said: “Myself and others in the same position should be given a small possibility to be able to sell their vehicle.

“The re-sale value of these vehicles outside Reading is very poor and it is likely that my vehicle will end up at the scrapyard.”

Most hackney carriage drivers currently own Euro 4 vehicles, which will all have to be replaced by 2026 but the initial plans were tougher.

Asif Rashid, chairman of the RTA, said: “Initially we found it was very extreme as it didn’t give us much time.

“Subsequently we have had numerous conversations with officers and have agreed the recent action.

“Our members are happy with the agreement that we have reached.”

Councillor Tony Page, lead member for Transport and Environment, said there has been lengthy discussions between the trade and the council and compromise on both sides.

Ali Sheikh, vice chairman of the Reading Cab Drivers Association (RCDA), said he supported reducing emissions to zero by 2030 but disagreed with the council’s approach to achieving it.

He said: “On the back of the 15-year policy [introduced in October 2018] a lot of drivers have purchased vehicles recently.

“Making them change vehicles again would be very unfortunate.”

Mirza Beg, also representing RCDA, was stronger in his criticism, rejecting the climate emergency and asking for the council to give the same respect to the taxi trade as buses.

He said: “It is unacceptable. The policy does not take into account the financial hardship colleagues are going to go through.”

The new policy includes reduced fees and incentives for electric and ULEV divers.

Cllr Page added that the council has bid for funding worth around £250,000 which would allow the council to lease electric taxis.

He said the council should give licences to drivers “who have been waiting for a long time” and suggested they would be happy to buy electric vehicles.

Looks like they've concluded that the plan was as good as it's going to get, but obviously some members and others not happy.

But in the current environment suspect the onerous nature of the ULEV plans in various local areas makes it *less* likely that councils will bin licence caps, not more likely [-(

Actually, I was wrong about that. In fact it said this in a fairly recent piece about the HC cap:

In June 2019 the Reading Chronicle wrote:
A large group of rental taxi drivers who have been working for more than ten years and do not have a hackney carriage licence protested the decision and handed in a petition to the council.

The drivers called the decision ‘totally unfair’.

Sohail Abbass, speaking on behalf of the group, said: “We have been working as rental taxi drivers for more than ten years.

“It’s been a long time waiting for a hackney carriage licence. This is totally unfair.


Reason I assumed they were from the PH sector (either drivers or ops) was because 'rental' HC drivers aren't normally organised in the way that the more recent article seems to portray them. To be fair, the article doesn't name the organisation, so it's more likely just to be an informal group with that chap acting as spokesman.

A PH waiting to switch to hackney then so obviously the bottom hasn't fallen out of the market down there
