Yes, very plausible, in fact I think that was my initial theory, but changed my mind and suspected that the St Helens reference was incorrect.
Anyway, found the minutes and the meeting took place in September - from the TaxiPoint article (published a few hours ago) I'd assumed that it was the meeting at the end of October so hadn't looked any further back.
What got me was that there was no reference to a town or city where the car was seen, which made it look like it was local to the licensing committee, which was why I doubted the St Helens reference. To be fair to TaxiPoint, though, the references in the minutes are vague, and no mention of a specific location.
There's references in the minutes to Appendices which apparently contain the correspondence etc with Police Scotland, which might shed some further light, but those don't seem to be online.
But would be interesting to know where the car was seen. There's occasional reports in the Dundee press about drugs links with Liverpool/Merseyside, but I suppose it could be anywhere in Scotland
Anyway, it all reminds me why I hate looking at the agendas and minutes on council websites, and generally avoid it like the plague
