The phrase 'hire car' used here is a generic term referring to both HCs and PHs, and I think comes from the Scottish legislation.

The council is concerned about drug-taking by drivers
West Lothian’s taxi drivers may soon have to prove they are drug-free.
A wide-ranging report was ordered by West Lothian Council late last year. Taxi and private hire rules have not been looked at since 2011.
In a recent report licensing officers revealed concerns about drug use by taxi drivers.
Councillors on the licensing committee had also raised the issue of drug testing.
The report said: “Over the last few months the licensing team have received a number of complaints from members of the public and others within the hire car trade alleging that drivers are using drugs.”
It added: “licensing committee members have raised the issue in the context of their consideration of applications from potential hire car drivers who have convictions for drug related offences.
“Members have expressed a wish to be able to send some applicants for drug testing to confirm that the applicant is not using illegal drugs.”
The council introduced a random drug testing policy for its own staff in driving jobs two months ago.
The new report suggests a policy decision needs to be taken to investigate allegations, and there needs to be a policy of referring drivers for testing when there is reason to suspect drug use.
Would-be drivers providing evidence they are drug free is commonplace in England and Wales.
In metropolitan authorities such as Portsmouth City Council applicants for taxi/private hire licences have to provide evidence of drug screening as part of their proof of medical fitness, along with other checks.
According to that council’s website “Screening is normally required for the following drug types: Amphetamines (to include methamphetamines), Cocaine, Opiates, Cannabinoids, Benzodiazepines and Methadone.”
In her report to the panel, West Lothian’s managing solicitor for licensing concluded: “If the council introduced such a policy there would need to be a change to the hire car conditions to provide for that.
“It is recommended that consultation be undertaken regarding the introduction of a drug testing policy for hire car drivers.”
Any changes to taxi and private hire rules would have to be agreed by the council’s executive.
