Why some taxi drivers could be exempt from clean air zone levy in Bath https://www.somersetlive.co.uk/news/som ... an-3701517 The scheme is meant to help vulnerable people Some taxi drivers in Bath and North East Somerset could become exempt from the charges that will be imposed by the new Clean Air Zone. Those drivers who drive wheelchair-accessible vehicles could be exempt from charges for a limited period so vulnerable people can continue to use their services. A report to Bath and North East Somerset Council's licensing committee says its taxi licencing policy needs to be amended to ensure it reflects a proposed concession Clean Air Zone charges. The proposal is to exclude non-compliant wheelchair-accessible licensed vehicles from the charges until December 31, 2022. The Full Business Case (FBC) for the Clean Air Zone, which includes the concession, will go before the council’s cabinet on January 16 prior to submission to the Joint Air Quality Unit (JAQU) for formal approval. The report before the licencing committee says that, following consultation and looking at the impact on equalities, the need for a concession for wheelchair accessible taxi vehicles emerged. It will ensure that vulnerable people who rely on taxis can continue to access facilities and attend medical appointments while not being detrimentally impacted by the introduction of the CAZ. Councillor Sarah Warren, cabinet member for neighbourhood services and climate emergency for the council, said: “We have consulted widely about the clean air zone and we have listened. In this instance we are looking at bringing our taxi policy in line with the proposed concession in our charging clean air zone and this will now be considered by the licencing committee before the full business case is taken to cabinet for a final decision on the zone.” The licencing committee meets on January 8, for details go here. Minimum emission standards in Bath’s CAZ There will be no charge for any vehicle driving in the zone that meets Bath’s minimum emission standards:
• Euro 4/IV (or newer) petrol vehicles registered from c. 2006 • Electric vehicles • Hybrid vehicles • Alternatively fuelled vehicles This includes modified or retrofitted vehicles that can be shown to meet the council’s minimum emission standards. The council is advising that owners check their vehicles’ emission standards with the manufacturer. Charges in the zone Vehicles that don’t meet Bath’s minimum standards will have to pay the following charges when driving in the zone i.e. pre-euro 6/VI diesel vehicles older than c.2015 and pre-euro 4/IV petrol vehicles older than c.2006:
• £100 per day for buses, coaches and HGVs Private cars and motorbikes are exempt from charges, and other exemptions and concessions apply. |
