The East Fife zone, specifically. In Glenrothes, Kirkcaldy, Dunfermline and Levenmouth I suspect they're predominantly 4-seat saloons, thus just like the vast majority of locations where all you need is four seats for an HC plate.
In fact, just in St Andrews specifically, which accounts for roughly 90% of the HCs in the East zone, I suspect (including the train station at Leuchars).
The only other place in the East zone with any more than a couple of HCs is the town of Cupar, and 4-seater saloons have always ruled the roost there.
As I said, it's almost certainly related to the student/golf/tourism market in St Andrews.
