Parallels here with the above incident. Also another distinctive vehicle - how many white Merc 220 PHVs can there be, even in the whole of Merseyside? Of course, maybe the reason police having trouble tracing the vehicle is becaue it's well out of area - from Yorkshire or Lancashire, say - rather than from Liverpool or one of the Merseyside councils.
Anyway, not much sympathy from me here - seems like the 'victim' left phone as security, but tried to grab it back when he was outside the car and it was moving off
So he got the phone back, and suffered a few cuts and bruises after trying to do a runner - what's he got to moan about?

Police said the teenager was dragged down a short stretch of Greenbank Road after he tried to reach into the Mercedes and take his phone which he had offered in lieu of payment for his journey.
He sustained cuts and bruises and was treated in hospital. He has since been discharged. He managed to recover the phone which fell out of the car.
The incident happened at around 1.20am this morning.
The private hire car, a white Mercedes E220 car, was driven along Greenbank Road in the direction of Smithdown Road.
A police spokesman said to the ECHO: "We are appealing for information after a man was injured during an incident in Greenbank, Liverpool in the early hours of today.
"Police were called at 1.20am to a report an 18-year-old had left his mobile phone with a private hire vehicle driver, in lieu of payment for his journey.
"The man then reached inside the car to take the mobile phone back. At that point it was driven away and as a result, the man was reportedly dragged along the road a short distance.
"He sustained cuts and bruises and was treated in hospital. He has since been discharged.
"The mobile phone was dropped out of the vehicle and was retrieved by the 18-year-old.
"The private hire car, a white Mercedes E220 car, was driven along Greenbank Road in the direction of Smithdown Road"
