Coronavirus Bill, continued

“Statutory self-employment pay
(1)

The Secretary of State must, by regulations, introduce a scheme of Statutory Self-

Employment Pay.

(2)

The scheme must make provision for payments to be made out of public funds to individuals who are

(a) self-employed, or

(b) freelancers.

(3)

The payments to be made in subsection (2) are to be set so that the net monthly earnings of an individual specified in subsection (2) do not fall below—

(i) 80 per cent of their monthly net earnings, averaged over the last three years, or

ii) £2,917

whichever is lower.

(4) No payment to be made under subsection (2) shall exceed £2,917 per month.

(5) A statutory instrument containing regulations under this section is subject to annulment in pursuance of a resolution of either House of Parliament.

It’s something at least. I always thought 80% of gross was a bit optimistic. I’ll still be penalised because of my part-time earnings last year (which HMRC had a chunk of anyway) but at least it’s over the last three years income.

the bill is to be read by the house of Lords on Thursday I believe it has already passed the commons

Is this an official Government bill, though, or just some kind of backbencher's/private member's bill or whatever?

Can't see any mention of it in the media, and you'd think that if such a significant measure was to become law then they'd be all over it.

But whether or not it does become law it doesn't read like an official Government bill written by parliamentary draughtsmen - reads more like the work of an amateur lawyer.

I mean, if the Government intended this to become law then surely the chancellor would have announced it? Then the bill would be presented to parliament - think that's the normal way these things work.

Of course, I want this to become law, and that may well happen. But there's little evidence I can see that it's an official Government bill, so probably best not to get hopes up too soon.

Think the mood music indicates an announcement this week.

Chancellor alluded to it a number of times today in the House.
