The latter, presumably. Maybe the phrase 'pre-booked fare' was intended to underline that the vehicle isn't allowed to ply for hire, but it's actually potentially confusing, so could have been phrased better.
And in a five paragraph article the term 'private hire *taxi*' is used three times, and it's said that it was too close to a *taxi* rank.
Of course, we know exactly what it means, but liable to confuse any member of the public reading this
