Edinburgh private hire caught by police breaching licence by smoking in vehicle

Police in the Capital caught a private hire taxi driver breaching several licence conditions.

The driver was caught smoking in the vehicle and was unable to produce insurance documents when asked.

The private hire taxi was also waiting near a taxi rank for their next pre-booked fare, which is also a breach of conditions.

Police have reported this driver to the Procurator Fiscal and the taxi office.

The driver was caught by the Police National Motorcycle Unit who caught the private hire taxi on George Street.

I'm confused. did the driver have a pre booked fare and was waiting for the customer or was he waiting near the rank for his next job to be dispatched to him?
We have loads of jobs that are booked to pick up next to our main rank.

I read it as the former. We have a company in town with a mixed fleet who routinely park their PH cars across from the rank on a Friday and Saturday night allegedly waiting for fares pre booked from the rank area

The latter, presumably. Maybe the phrase 'pre-booked fare' was intended to underline that the vehicle isn't allowed to ply for hire, but it's actually potentially confusing, so could have been phrased better.

And in a five paragraph article the term 'private hire *taxi*' is used three times, and it's said that it was too close to a *taxi* rank.

Of course, we know exactly what it means, but liable to confuse any member of the public reading this #-o
