Private hire who sexually assaulted two female passengers stripped of licence

Hadar Rasul Ahmed sexually assaulted two women while they queued at a fast-food outlet.

A private hire driver who sexually assaulted two female passengers at a fast-food drive thru has been refused a new licence.

Hadar Rasul Ahmed had asked for a three-year extension, but Police Scotland objected to his application, arguing he is “no longer a fit and proper person to hold a licence”.

Licensing chiefs heard how the driver picked up the two customers in June 2018 and agreed to take them to Kirkintilloch. The passengers asked to stop off at a fast-food outlet, a Police Scotland representative said.

While in the queue, the driver reached around and touched the inner thigh of one of the passengers “in a sexually suggestive manner” and “without consent”, the officer added.

He then “reached around and sexually assaulted the second passenger by touching her on the inner thigh in a sexually suggestive manner”, the licensing committee was told. Both passengers were “in a state of fear and alarm”.

Mr Ahmed was charged with two separate offences, both against a female aged 16 years or over.

He was found guilty at Glasgow Sheriff Court in February this year and later ordered to carry out 175 hours of unpaid work within nine months. He was also added to the Sex Offenders Register.

His current licence had already been suspended and Glasgow’s licensing committee rejected his renewal bid.

Maybe because his badge had just been suspended rather than revoked it led him to think he still had a chance.

Didn't you say suspension for the remaining duration of the licence rather than revocation was sometimes the preferred option for councils because it's more administratively convenient (or whatever)?

Obviously the expectation is that the suspended driver won't reapply when the badge expires, but from the driver's perspective the process maybe sends out the wrong signal, thus a suspension rather than revocation makes them think they have a chance.

Down here they don't like suspension unless it's for an offence/breach that normally wouldn't mean a license revocation. i.e. medical reason where the driver will get better, and minor offences.

If the allegation is one of a sexual or physical assault, a case of fraud or repeated minor breaches then the council will just revoke.

The crazy judgement by Mr Singh basically means a council can't suspend and then revoke, it's one or the other.

Some get around it by suspending until the license ends, and then not reissuing, but it's a bit of a mess.
