Private hire driver’s licence revoked amid allegations of ‘inappropriate behaviour’, 'a serious domestic violence incident' and 'pattern of drinking'

The driver 'is not a fit and proper person to hold a licence', said a council panel

A driver has had his taxi licence taken from him after a slew of allegations of 'inappropriate behaviour', 'drinking' and 'domestic violence'.

Recently published details of a licensing panel of Bolton Council, which met on January 29, reveal details of the case which involved a private hire driver.

The driver is said to have engaged in ‘inappropriate behaviour’ while working, as well as having a 'pattern of drinking' and a 'speeding offence' he failed to share.

The driver is also alleged to have been involved a 'very serious domestic violence incident' which he admitted but, again, failed to report.

The panel determined that there was 'public safety grounds to immediately revoke the driver's licence' as 'passengers often travel alone and are vulnerable to inappropriate behaviour'.

After hearing verbal evidence from the applicant and Bolton’s licensing officer, the panel decided that they are 'not satisfied that the applicant is a fit and proper person to hold a licence’.

A council report gave the reasons why the panel came to its decision about the driver, who has not been named.

It stated: “The serious allegation of domestic violence as outlined in the report and the driver admitted that an incident took place.

“The driver’s failure to declare the domestic violence incident when asked by the licensing team and the allegations of inappropriate behaviour while acting as a private hire driver.

“The driver’s medical history and Greater Manchester Police intelligence which shows a pattern of drinking leading to alleged violence and drink driving.”

Revoking his licence, they also noted a breach of his conditions of licence by failing to declare an intermediate speeding offence in the required time frame and his failure to comply with the training provided in the knowledge test he passed in June 2017.

The panel concluded: “Members of the public, the elderly, infirm and children or vulnerable adults entrust their personal safety and well being to private hire drivers whenever they take a journey.

“Passengers often travel alone and are vulnerable to inappropriate behaviour.

“The committee’s primary duty is of concern for the safety and well being of the public.

“There is therefore reasonable cause to revoke the private hire drivers licence with immediate effect on the grounds of public safety.

“The revocation is owing to the very serious nature of the allegations concerning domestic violence and intelligence around the effects of a pattern of drinking.”

I like to go to the pub, when allowed, for a couple or three pints on a Friday night.

Is this a pattern of drinking?

Careful - because you're a driver and have been to the pub, police might claim that means you've been drink driving 8-[
