In Scotland the local trade can appeal council tariff decisions to the Traffic Commissioner and three recent appeals have been discussed on here, with the Edinburgh farrago being particularly newsworthy (the others being Dundee and the Borders)

Anyway, here's the text of the Dundee decision, and this provides a useful comparison with the usual process south of the border.
