A court has upheld a decision to revoke an Aldershot man's private hire driver's licence after he notched up two more speeding fines after previously serving a driving ban for the same offence.

Narciso Carnay (50), of Grosvenor Road, appealed against a decision by Rushmoor Borough Council to revoke his licence in April 2020 at Basingstoke Magistrates' Court on Tuesday 20 July. However, the magistrates upheld the decision and ordered him to pay the council's costs of £2790.82.

Mr Carnay had been licensed to drive a private hire vehicle for nearly ten years, although he had been previously disqualified for driving for six months in 2017 after totting up 12 points for speeding.

As a result of this, his licence was suspended and he was required to complete a speed awareness course, an advanced driving course and a taxi-specific NVQ, before it was reinstated in April 2018.

Since the reinstatement of his licence, Carnay had received a further six points for speeding, three of which were received within less than a month of the reinstatement and only came to light when he notified the council of his second endorsement.

Rushmoor Borough Council's Cabinet Member for Operational Services, Councillor Maurice Sheehan, said: "We have a duty to ensure that the private hire drivers we license drive carefully and the public feel safe when they are being transported. This driver had already been banned previously for speeding offences, and so we had no option but to revoke his licence when he broke the law again. We had to oppose this appeal and were therefore glad when magistrates backed our decision."

There really is no helping some people.

Bloke is a danger to the public and the fact he no longer has a taxi/PH license is a cause for celebration.

So how many times have people on here exceeded 20mph limits, say?

• Never :---)

• A couple of times 8-[

• Half a dozen times, in which case you're arguably as big a danger to the public as the driver in the article [-(

• Lots of times, in which case you're off-the-scale dangerous in terms of this article. But probably getting away with it :-o


Not trying to be flippant, but there's a serious point to all of this O:)

And a bit of a news drought over the past couple of days :?

None of us are perfect, most of us are far from being so.

But this fella hasn't lost his license just for exceeding the speed limit, he has lost it because he hasn't learnt his lesson from a previous ban and/or subsequent convictions.

My view is that folks are entitled to a second chance (for most offences), but this fella excepted chance after chance, and eventually the council and the courts have got fed up with him.

About 25 years ago I had a driver who was a good safe driver with passengers in the car but often put his foot down when empty especially on airport jobs. He managed to get caught 4 times in speed traps but he pleaded hardship with the judge and no ban but within 4 months had got caught on a newly installed speed camera on the A1 then came back up the A14 at 100mph after dropping passengers to cambridge for an xmas do so got banned ! Finally after that he bought something which was a fore runner to sat navs which alerted you to speed cameras and managed to avoid any more points.

In those days councils were not so interested in points just criminal offences I would doubt our council would have let him keep his badge these days
