 Post subject: 5 YEAR BAN FOR TOUTERS

Wycombe district council are going to bring in a 5 year ban on your taxi license for touting, not long enough it should be a life ban

I suppose that such a punishment is not specifically stated in the statutes, but as usual it would come down to what was deemed reasonable in court.

But are we actually referring to touting here, or 'merely' plying for hire by PH vehicles?

Touting is approaching someone and verbally importuning them rather than just sitting in a public place in a vehicle with a view to securing custom, ie plying for hire.

Neither taxi/HC nor PH drivers can tout, but clearly taxis/HCs can ply for hire, while PH can't.

so what about the illegal ones in their private cars who dont have a taxi/PH licence to start with?

In London if your caught, you get a reprimand from the PH wing of the PCO.

I think dusty did a good job of explaining the difference but it should also be known that as of 1 December 2003 Taxi touting-drivers approaching passengers directly rather than through a licensed operator, became a recordable offence.

Illegal taxi drivers caught touting for business with unlicensed vehicles risk being fingerprinted and having their DNA recorded on the national criminal database.

I can't ever recall taxi touting being mentioned in the context of 'deregulation' - could you explain?
