Abdul Habib, of Wisley Way, Quinton, was sentenced at Dudley Magistrates' Court yesterday (Wednesday December .The 42-year-old licensed operator pleaded guilty to operating a Skoda Octavia as a private hire vehicle without a current licence and with no insurance in place between March 12 and April 24 this year. He was fined £500 in total and ordered to pay court costs of £670 and a £50 surcharge to fund victim services after admitting both offences. His driving licence will also be endorsed six penalty points. |

Reading the article literally, it looks like he had a badge and an operator's licence, but the vehicle he was using was unplated. Not even clear what council was involved, but according to Wiki the place he lives is partly in Sandwell MBC, and partly in the Birmingham City Council area, but couldn't be bothered looking for his specific address But, of course, where he lives may not be relevant to where he was badged either
