Emergency services rushed to the scene of the collision on Bishopton Road, close to Browns Bridge area of Stockton on Friday night.
It involved a Dacia Logan taxi and a VW Golf.
A Cleveland Police spokesperson has since confirm an arrest has been made.
"Police were called at 10.30pm last night (Friday March 4) to a collision involving two cars on Stockton’s Bishopton Road," they said.
"The incident involved a red VW Golf which was travelling along Bishopton Road towards Stockton town centre. The Golf was in collision with a taxi, a grey Dacia Logan, which was travelling in the opposite direction. The collision occurred close to St Bede’s Church on Bishopton Road.
"The driver of the Golf, a 29-year-old man, has been arrested on suspicion of a driving offence and police enquiries are ongoing.
"The male taxi driver suffered a head injury and the male passenger a broken leg and arm. Both requiring hospital treatment.
"The driver of the Golf required treatment for a broken ankle.
"Officers are asking anyone who witnessed the incident or has CCTV or dashcam which may assist our enquiries to call the Roads Policing Unit on 101, reference 036745."
As reported, Cleveland Fire Brigade sent two engines to the scene from Stockton and Thornaby, after being contacted at 10.33pm.
A spokesperson for the fire service said: "It was a two vehicle road traffic collision. There were three casualties.
"Two of the casualties were extracted by the fire brigade."
The casualties are understood to have been taken to hospital by ambulance.
