Very rare for this offense to be prosecuted. Must really dislike the fella.
Taxi driver heavily fined over not returning vehicle plate
A PROPRIETOR of a hackney carriage has been fined nearly £1,500 after being found to have failed to have returned the vehicle plate when required.
Paul Alfred Arnold, of Horace Street, Newtown, St Helens, was convicted in his absence at Liverpool, Knowsley and St Helens Magistrates' Court.
Arnold, 39, was found to have, as proprietor of the vehicle, licensed by St Helens Council, failed to comply with the terms of a notice served on October 7.

He was also proved to have failed to comply with a second notice to return the plates, issued on October 15, 2021.
Two fines of £600 were issued and costs of £239.39 were ordered, making a total of £1,439.39
