Blackburn taxi booking office approved - but no customers please

A TAXI booking office can be sited as a canalside business centre provided no customers turn up in person.

Dr Michael Galvin has been given planning permission for the scheme.

But he has been told that his new office in Unit 13 in the Eanam Wharf Business Development Centre in Blackburn town centre can only take telephone and digital bookings.

A report by Blackburn with Darwen Council planning officer Christian Barton recommending approval says: "The application site forms part of a large commercial building that is subdivided into various offices and meeting rooms.

"The wider site is a grade II listed building located within the inner settlement of Blackburn and the Eanam Conservation Area.

"Commercial land uses surround to all sides with the canal defining the south boundary.

"The host building is a former warehouse with historical linkages to the canal network.

"This application involves changing the lawful use of Unit 13 from an office to a taxi booking office.

"There are no external alterations proposed

"Digital booking systems do not require the same level of parking provision as taxi drivers are typically staggered across the road network.

"Existing parking associated with the Business Development Centre is available for bookings staff.

"A condition has been added to ensure only telephone and/or digital bookings are conducted from the site given a lack of associated parking for taxi drivers

"There shall be no associated customer waiting area and no customers shall enter the site at any point."

Took me a wee while to notice that there's no operator named in the article. But last time Dr Galvin's name featured on here a few months ago it was in relation to Bolt's disputed Glasgow application. Blackburn wouldn't seem the most obvious target for Bolt, but I think Galvin acts as some kind of licensing consultant, so it's maybe just a local firm? :?

Have digital booking systems really changed that side of things so much, or is the planning officer one of those who think apps have changed things more than they actually have :?

Why does anyone need an office for a digital set up?

A garage or spare bedroom will do perfectly.
