And it's a tad confusing, because it looks like he 'repeatedly contacted the victim' after they'd broken up, but then says he repeatedly checked her mobile phone, which was presumably when they were together
But I'd guess the recent driving offence and failure to attend the meeting were very relevant to the committee's decision as well.

Sergeant Lisa Campbell said checks had revealed Mr Bashir had been convicted following “abusive” behaviour towards his ex-partner between April and October 2019.
She said he had repeatedly contacted the victim, sending her text and social media messages on “an excessive number of occasions”.
Mr Bashir had also repeatedly checked her mobile phone “in order to monitor, control and regulate her communications” and sent her “threatening and abusive messages”, the committee heard.
He received a nine-month community payback order and a three-year non-harassment order, sergeant Campbell said.
Councillors also heard how Mr Bashir had been convicted of driving without insurance, and providing false details to the police, after an incident in August 2020. He was fined £450 and given six points on his licence.
After hearing from Police Scotland, the licensing committee agreed to refuse to grant the applicant a licence to work as a private hire driver.
Mr Bashir did not attend the hearing.
