There's a video, but nothing conclusive to confirm that he definitely was urinating, in my opinion. The Herald's video caption says he 'appears' to be urinating, as does the article itself, which conflicts with the Herald's headline below...
And the still image below must have been taken with a different security camera of some kind.

A taxi driver has been caught on doorbell footage urinating outside a man's home in Estover

A Plymouth man has been left outraged after he discovered footage appearing to reveal a taxi driver urinating directly outside his front door. The incident happened outside a home in Estover near Torbridge School.
It was filmed by doorbell footage and CCTV last Thursday between 3.15-3.20pm, when school students regularly walk through the area. The man who caught the taxi driver is a 22-year-old who lives with his partner and he reported the incident later that night to the taxi company. He has since called by a further two times and sent an email and told PlymouthLive he is still yet to hear from a manager.
Both the resident and his partner were at work when the man urinated outside their door but their interactive doorbell sent them notifications that someone was at the door which happens when someone is in close proximity to the doorbell.
The video appears to show the driver outside his car, urinating, then without washing his hands getting back into his car and driving off. The area where the taxi pulled in was a small, residential carpark outside a number of houses.
The man who reported the incident said school children often pass through the area via a walkway coming to and from school and said: "He was lucky not to get caught by no one but he did have to duck because an Amazon delivery driver nearly saw him."
He added: "It was just a bit disgusting really. Don't get me wrong, everyone needs to go toilet, and with the type of job he has you don't have a toilet to hand. Asda is up the road and I think that taxi drivers are allowed to use the toilets at Derriford Hospital which is literally a two-minute drive away. Especially where it was, right next to a park and school, it's just not a great place to do it."
The resident contacted the taxi company later that evening and was told a manager would call back the next day. They also gave him an email address for a manager but had no reply in either form. He called back again both on the following Monday and Tuesday but was told by the operators a manager was not available.
"It's just the way they dealt with it has been appalling, there's been no response back off them...I just want to make him aware there's plenty of places which will allow people to use the toilet. It's just the fact that one, it was right outside the house and two, it's next to a park. It's just not right."
PlymouthLive contacted the taxi firm and a spokesman declined to comment other than to say the driver is self-employed and works for himself.
