I had a case about 10 years ago when I was in the PH trade against the late Shepway District Council. They had an age limit of I think 8 years. I had a 55 plate Chrysler Voyager, immaculately maintained and in excellent condition. The case went to Dover Magistrates Court and I won the case as the council's rules went against. national law on the subject and must take into account vehicle condition.

I think it's reasonable to have an age limit for a vehicle new to "the system" to prevent utter wrecks being allowed out as ph or HC. Any annual test failure should be taken on its merits. My car had a failure one year because an indicator was not yellow enough! Otherwise it never failed and no advisories.

I think it's water powered.....

The water is boiled and heated beyond that to superheated steam. The high pressure steam goes through the pistons for motive power. The steam now at a lower pressure turns the alternator for electricity.
