You can if you can demonstrate 'reasonable cause'.

It tell you how to apply at the bottom of this page:

http://www.dvla.gov.uk/vehicles/relinfo.htm

This process seems mainly for the use of solicitors, parking companies, insurers etc, but it seems that Joe Public can also apply, and a couple of examples pertaining to the latter were included in a DfT consultation earlier this year, namely a hit and run incident and parking on private land.

Have a look at:

http://www.dft.gov.uk/stellent/groups/d ... #TopOfPage

and:

http://www.dft.gov.uk/stellent/groups/d ... P256_36873

I doubt if it would be that easy for a private individual to access the data, but you can only try.

That's interesting Pete - now I can find out the year of all these taxi drivers who use private plates to disguise the vehicle's age
