Presumably revoked because of the advanced state of wear of the tyres - presumably 'risk of imminent failure' is referring to the tyre rather than the inspection
Could have been due to the spotchecks mentioned here about five months ago. The numbers are a bit confused, but obviously some of the tyres were in worse state than others...
