Not clear here whether Police Scotland actually objected to his application, which they often do - it states here they 'raised a representation', which I think is quite commonplace, but is different to an actual objection, which I think happened regarding the 95mph applicant last time round. Who was granted a badge anyway...


Taxi driver application passed by Fife but with a warning

A PROSPECTIVE taxi driver admitted he made a “mistake” when he was caught speeding.

Gabriel De Almeida Rottman appeared before Fife Council’s Regulation and Licensing Committee on Tuesday after submitting an application for a taxi driver licence.

He had to appear before the committee because Police Scotland had raised a representation because of the speeding offence, he was clocked at 50mph in a 40mph zone.

Mr Rottman said he had been driving to Glenrothes and drove without paying attention.

“It was a mistake. I need to drive more carefully and pay more attention,” he said.

Councillor David MacDiarmid questioned his explanation.

He said: “Do you know how many 40mph speed signs there are? There are 10. You were speeding and you call it a lack of concentration.”

Cllr Carol Lindsay asked what Mr Rottman was going to do to give assurance on improving his driving moving forward.

He said he had been working for the last three to four years driving 300-400 miles per week.

He added: “It was my mistake. The number of miles I drove in the past five to six years here in the UK and just one penalty. It is not good I know that.

“I need to pay more attention. I need to check the signs.”

The committee agreed to grant the taxi licence with a warning.

I think basically only Police Scotland can object, or make comments, but I'm not entirely sure.

But this is how the two levels of police opposition are presented in the agenda papers, and which heading individual applications come under will presumably depend on the seriousness of the offence.

Although the details of the objection never seem to be disclosed in the official papers, so you would need to actually attend the meeting to know what it's all about, unless it's reported in the press...

And I think that's why the trade in Fife were up in arms about not being told about the Uber application - the only formal consultees are really just Police Scotland, and the notice that's requred to be posted at the relevant premises is more of a planning-style thing, so if it's hidden away in some business park, or whatever, then it will only be visible to someone actually walking past it.

And, of course, it's probably like one of those notices in a shop doorway that 99.9% of people would just walk past without noticing anyway.
