In respect of WAVs, I'm not sure customer numbers is the reason, more likely the crazy prices for WAVs.
It's not just the traditional London cabs at £80,000, it's also the latest version of the E7 at £60,000, not including interest.
In the years to come I can see an increasing number of councils doing away with WAV requirements.
In respect of PH, again I doubt it's down to customer volume, more down to the likes of Wolverhampton licensing anything that moves, leading to councils like Nottingham having to dilute standards to ensure local drivers remain locally licensed.
