This is reasonably interesting - the kind of stuff described here could simply be due to misunderstandings and the likes. That's not to say he isn't in the wrong but, for example, some people don't like you helping them with luggage, although to someone watching from a distance it might not look very good :?

Ely taxi driver ‘demonstrated a history of non-compliance’

A taxi driver who failed to help a disabled passenger into his cab, nearly ran over a woman and her dog and was rude to council staff has been stripped of his dual hackney carriage and private hire licence. Jerzy Masjanis of Ely appealed the revocation order, but Peterborough magistrates upheld the decision by East Cambridgeshire District Council.

“After hearing evidence, magistrates’ found in favour of the council and agreed that Masjanis’ joint hackney carriage and private hire driver licence should be revoked,” said a council spokesperson.

“Deciding the appeal, the magistrates said: ‘We find there was reasonable cause to revoke the appellant’s licence.

“’His reactions to questions about the four incidents, his complete lack of understanding of the code of good conduct and, even in his summary, the appellant did not accept that any of his actions were unacceptable, lead us to believe he is not a fit a proper person to hold a taxi licence.

“’We therefore do not find the decision of the council was wrong and your appeal is not upheld.’”

Masjanis has a right to apply for leave to appeal this decision.

Masjanis was first brought before East Cambridgeshire District Council’s licensing (non-statutory) sub-committee in June 2021, following a number of complaints to the council from fare paying passengers.

At this hearing, Masjanis provided assurances to councillors he would “change his behaviour and make better decisions in the future”.

However, since that meeting, he had been involved in a further four incidents, which resulted in more complaints being made to the council.

These involved narrowly missing a pedestrian and her dog when reversing from King’s Avenue into Allen Road in Ely on 26 November 2021. The pedestrian said if she had not shouted and waved at the driver, he would have hit her.

In November 2022, Masjanis failed to assist a disabled passenger into his vehicle. The man who was using crutches and had a large bouquet of flowers, was forced to lean out of the vehicle in an attempt to shut the passenger door.

In December 2023, Masjanis failed to assist an elderly man who had to load his own suitcase into the boot of Masjanis’ dirty car. When the man got inside the car he said it was filthy and stank of garlic.

The same month Masjanis also displayed unprofessional rude behaviour towards council employees in the council offices when collecting new vehicle licensing documents.

After listening to Masjanis and others, councillors decided to revoke his licence, finding that the incidents detailed in the licensing officer’s report “demonstrated a history of non-compliance and a failure to amend behaviour despite being given repeated opportunities to do so”, and that there was “likely to be a significant risk to passenger safety if action was not taken.”

Masjanis appealed the decision, and the case went before Peterborough magistrates’ on 6 June.

Again, that could mean anything, and there's often huge double standards demonstrated with stuff like this...

Licensing councillors wrote:
“likely to be a significant risk to passenger safety if action was not taken.”

Where's the 'significant risk to passenger safety' apart from the reversing thing? And, I mean, who hasn't had the odd close shave like that? (And, strictly speaking, the pedestrian in that incident obviously wasn't a passenger anyway.)

Of course, it may be that he's a complete boor, and deserves to lose his licence, but that's not really the same as a 'significant risk to passenger safety'.

Stuart there is a large Eastern European community round here and a disproportionally higher rate of fatal crashes,criminality, drink driving and general disregard for authority or for that matter anyone who isn't Eastern European. This sounds entirely in character for someone from that community.

I’ve been in the trade well over 30 years, yet I’ve never had a complaint made to the council about me, and I’m not lilly white.

So for that fella to have so many made against him to me speaks volumes.

I would say down here there are about 20/30 drivers who share the same level of customer service level as that individual, and hopefully our council will follow what that council did.

This trade is full of fantastic drivers doing a stressful job, but we do also have some utter sh**.
