This report seems a tad pointless, but there may be procedural aspects to it all that aren't clear - maybe he just rolled up before the appeal window ended. Or something like that.

And the headline makes it sound like it's about a renewal, but in the article itself it sounds like a new grant :?


Southampton taxi driver launches appeal over licence refusal

A driver is trying to get Southampton City Council to overturn a decision refusing him a taxi licence.

Sam Nshemereirweh, 49, of Lodge Road, Southampton, had applied for a taxi licence but failed to disclose that he had been convicted of using his phone while driving, a court heard.

The 49-year-old appeared at Southampton Magistrates' Court yesterday to launch his appeal against the refusal to grant a hackney carriage driver's licence.

He stood in court wearing a black shirt and was unrepresented by a solicitor. He simply confirmed his name, age, address and why he was in court.

Nshemereirweh was advised to seek legal representation for his appeal.

The full hearing was adjourned until March 19 next year.

One wonders if it was merely the 6 points that stopped him getting licensed (I hope not) or the fact that he didn't declare them. :-k

Isn't using a mobile phone a hanging offence under the IoL's guidelines?

Yes, and I wonder how many of them would lose their livelihoods if they committed that offence.
