Post subject:  fined for picking up on double yellow lines.

A driver in our town has been fined for picking up on double yellow lines. Any thoughts?

You can pick up or load unless there is a yellow strip on the kerb stone.

I suspect the ticket warden didn't see any loading or unloading, and there could have been a number of reasons for that. :roll: :roll:

There are no yellow strips on the kerb. I have no idea if the 2 minutes is accurate and no idea of what he put in his appeal.
I have told drivers here time and again to seek proper advice for any such incidents but they just can't be bothered.

If I was a betting man I would say the driver parked up for a considerable time.

Hence the ticket and the rejection of the appeal.

I don't know about that but I do know that the civil enforcement officers who work here are very quick to issue a ticket. A while ago one of our drivers got one for stopping to help his blind passenger get cash out of the cash machine. There have been may instances of this sort of thing happening in the town.
They seem intent on stopping taxis and private hire vehicles from doing any sort of job in the town centre.

No, Harborough district Council do parking enforcement on behalf of Leicestershire County Council and Melton Borough Council.

Ours are Apcoa and they are paid a fixed price deal by Lincolnshire for their services so stick to the rules as they aren't on commission but Lincolnshire keep the surplus on fines made.

Yours are perhaps on a profit sharing deal so it's in Harboroughs councils interest to maximise the fines issued

I think they are told to ticket anything and let people appeal. Unless the appeal specifically states why the ticket is wrong the appeal is rejected because they know that the person will not take it further.
